The construction of low-carbon economy evaluation index system in Ta Hsing-an Ling region

Abstract
Low-carbon economy represents an important index for measuring the sustainable development of a region. The primary goal of this study is to quantitatively express the level of development of the regional low-carbon economy. We take Ta Hsing-an Ling for instance and combine with characteristics of forest area to build evaluation index system of low-carbon economy on the basis of regional carbon emissions intensity calculation from 4 aspects of the 16 indexes: Energy consumption and economic development, social science and technology, environmental management. Using the gray comprehensive evaluation method for evaluation and the results show that from 2001 to 2010, the low carbon economy development index in Ta Hsing-an Ling is between 0.3376~0.7096 and has an upward trend. The level of the development of low-carbon economy is better than the national average and in a good condition. © 2013 IEEE.
