土地登记机构对申请登记的土地权利采用什么样的审查方式,决定了其应承担怎样的审查责任.目前我国法律对不动产登记机构的审查方式没有做出明确规定,笔者从提高行政效率,降低行政成本方面着眼,认为宜采用形式审查为主,实质审查为例外的审查方式.
