城乡建设用地增减挂钩适宜区评价体系研究——以河北任丘市为例

Abstract
本文以河北省任丘市为例,在研究当前挂钩工作所产生问题的前提下,提出以"三条件逐级筛选法"和"规划限制修正法"构建挂钩拆旧和建新适宜区评价体系;依据该体系计算出拆旧区的拆旧适宜指数介于0.70~0.84之间,建新区的建新适宜指数介于0.70~0.89之间;并以城镇化型、中心村内调型、自然村缩并型的拆旧模式与集中居住型、城镇建设型、产业发展型的建新模式相互交叉组合形成终选挂钩项目区,力求从根源上解决挂钩实施中所产生的问题。
