Research on Features and Management Model of Large Project of Land Reconsolidation,Reclamation and Exploitation

The purpose of this paper is to study the features, management model and normalized implementation of large project of land reconsolidation, land reclamation and exploitation.Methods employed include documentation, induction and comparative analysis.The results show that the large project, compared to the previous projects invested by the central government, has the following features:large-scale, long-term, high-risk, more systematic and regional, more concerns of environmental protection, more significant implementation.It is concluded that principal functional planning should be coordinated to strengthen the regional analysis and assessment.In order to make the decision making more scientific.The organization and system guarantee should be improved in order to promote the large project implementation.
