Abstract
Romania's antagonism towards its erstwhile Warsaw Pact allies prior to 1989 enabled it to address transformation relatively more coherently and with a more constructive civil-military relationship throughout the 1990s despite crises at the beginning and end of that decade. Since then it has focused its efforts on creating a smaller and more flexible force primarily for deployment abroad. The experience of these deployments is then used to inform further military transformation.
