•Uniform discharge was generated by bipolar nanosecond pulse voltage.•Using electrical and optical methods to diagnose the discharge plasma.•The Trot and Tvib were determined at Trot=330K and Tvib=2600K.•The effects of discharge parameters on the discharge were investigated.
