Optimal strategies of government affairs' openness driven by the network public opinions

The process of the public's network expressing opinions and the government affairs' openness are interactive and dynamic. In this paper, a dynamic programming model of government affairs' openness driven by the network public opinion is built through analyzing the government's and the public's behavior respectively. The government's optimal effort degree and network monitoring extent are solved. It is shown that when the marginal utility of government's effort is high, the government should enhance his effort degree and cut down the network monitoring extent; when the marginal cost of the government's effort is high, the government should reduce his effort degree and increase the network monitoring extent.
