To solve the subjectiveness and blindness in optimizing the plan of artillery firepower,it establishes an evaluational and optimizational model,makes certain steps of the implementation.At last,the paper illustrates the application of the model in the fire plan scheme,and proves it's scientificalness and innovation in further it provides a new way which combines qualitative and mensurable methods to assess and optimize the plan of artillery firepower.
