Abstract
Transporting people and goods, all forms of communications, and the delivery of energy, water, and other essential commodities all depend on networks. Networks are challenged by capacity constraints, vulnerability to attack, and the need to satisfy demands of many different stakeholders. Comparing a wide variety of networks and looking at their common challenges and the ways in which these challenges are met permits the policymaker to look at networks at a higher level of strategic abstraction and to find new ways to improve the performance of networks.
