The paper describes a neutron monochromator which consists of five synchronously rotating rotors suspended in a magnetic field. Each rotor is driven at a speed up to 15 000 rpm, and the phase instability between them is smaller than 0.25 μs. Conditions of the rotors' rotation stability are described. The monochromator produces cold neutron bursts having wavelengths up to 0.3 nm and a resolution of 2.8%. The background value between neutron bursts is about 0.01% for neutron wavelengths of 0.3–0.4 nm. These parameters of the device were chosen for measurement of the free neutron lifetime.
