Dr. Green is an epidemiologist with a strong record of research in prescription opioid use, opioid safety and injury, and structural interventions to reduce drug-related harm, making her particularly well-suited to contribute as a Co-Investigator for this training grant proposal. For more than 17 years, Dr. Green has carried out epidemiologic studies of illicit drug and nonmedical prescription drug use, sexual and drug-use risk behaviors, and health service utilization for vulnerable populations. She directs a team at the Brandeis Opioid Policy Research Collaborative to evaluate the Massachusetts (MA) CDC Overdose Data to Action grant, conducting evaluations of opioid and overdose related state policies using community-based participatory research methods and drug checking technologies. Dr. Green also deputy directs the COBRE on Opioids and Overdose at Rhode Island Hospital, which trains next generation scientists as independent investigators in overdose research. She currently serves as a scientific consultant to the CDC and High Intensity Drug Trafficking Area’s Overdose Response Strategy. As an independent investigator, she has conducted several multi-site research studies, including prescription opioid overdose “outbreak” investigations in three New England communities as part of a CDC-funded research study. Dr. Green led the review and analysis of 14 years of medical examiner cases of opioid overdoses in Connecticut (CT) and RI, a methodology replicated alongside MA state and CDC colleagues to investigate early fentanyl outbreaks there. Her examination of the prescription monitoring programs (PMPs) in RI and CT led to further CDC funded research exploring the effects of PMP use on local drug use and street drug price trends. She helped design a nationally-representative, real-time, post-marketing surveillance system for illicit drugs and prescription opioid and stimulant medications called NAVIPPRO, while at Inflexxion, Inc. and has tested its validity and reliability. Dr. Green serves as PI of the MOON+ Study (NIDA R01) and was PI of a R18 AHRQ demonstration grant on pharmacy-based naloxone in MA and RI, involving academic detailing of pharmacists, targeted pharmacist-based initiatives, and pharmacy environment interventions sequentially evaluated using quasi-experimental designs. Another, related NIDA-funded R33 study is trialing the provision of medications for addiction treatment in community pharmacies. She recently concluded a CDC-funded study of overdose prevention counseling with naloxone provision designed for patients in the hospital trauma service. Finally, Dr. Green co-founded PrescribetoPrevent.org and through it and a companion continuing medical education course of the same name, has trained over 30,000 clinicians and pharmacists in overdose prevention and naloxone prescribing. Thus, she has a unique understanding of the opioid epidemic, overdose prevention and intervention studies, health service utilization for substance use disorders, and policy research necessary to contribute to the proposed Training Grant.
