Bio
I am a Medical Doctor (MD), Epidemiologist (PhD) and Public Health Practitioner with keen interest in social and biological sciences and their policy implications, such as socio-economic policies for ecological transition and halting biodiversity losses. Social, economic, trade, commercial and environmental determinants of health, reducing inequalities, for example, between immigrant and resident populations. Estimation, forecasting, and interdisciplinary methods. Enabling citizen’s engagement and trans disciplinarity for inter-sectoral action.
1983-1985: I worked in Kivu where all types of childhood malnutrition and associated conditions were prevalent. My team established prevention activities through a primary health care network, vaccination centres, conducted a health, nutrition and demographic survey along the shores of Kivu Lake in Bulenga peninsula, set up local health committees representing around 30,000 citizens, managed community pharmacies and reinforced bean cultures to improve protein intake.
1985-1991: Researcher and lecturer (as of 1988) at the London School of Hygiene and Tropical Medicine (LSHTM). Designed, conducted, analysed and published a large health impact evaluation of the impact of improved water supply and sanitation (Sri Lanka). Developed an Master's teaching module on HIV epidemiology and continued to be involved in health, nutrition and demographic studies (Somalia), acute respiratory diseases and WASH interventions, low birth weight prevention, and research on Mother to Child Transmission of HIV (Burkina Faso). We generalized the methods for case-control studies of common childhood diseases.
1992-1995: Head, Surveillance, Evaluation and Forecasting, WHO Global Programme on AIDS and STDs, Geneva.
1996: Head, Evaluation of policies and planning, WHO HQ, Geneva.
1997-1999: Director HIV, AIDS and STD WHO HQ, Geneva.
2000-2003: Director Centre for Vulnerabilties Reduction, WHO HQ
2004-2006: Director Strategic Planning and Innovation for HIV, TB,Malaria, WHO HQ
2007-2008: WHO Special Representative for Public Health in South-East Asia, New-Delhi
2009-2011: As United Nations (UN) Secretary-General Representative and UN Resident Coordinator in 2009-2011, I worked in a region (Cameroon, Chad, Central African Republic, Northern Nigeria) shaken by social and economic disparities, socio-political tensions and unstable security environments.
2012-2015: Special Adviser, WHO HQ and Regional Office for Europe.
2018-2021: Professor of Global Public Health at Universidade Nova de Lisboa.
From the mid-nineties until now I have developed a growing interest for research and social involvement with the study of Emerging Infectious Diseases and transdisciplinary approaches to slow biodiversity losses and global nature’s destruction.
