Paul E. Pepe, MD, MPH, FAEMS,MACP,MCCM,FACEP,FFSEM,FRCP, board-certified in multiple fields of medicine, is a longstanding Master of both the American College of Physicians and American College of Critical Care Medicine (MACP, MCCM). A life-long academician, in-the-trenches clinician and high-profile governmental official, Dr. Pepe has produced >500 full-length publications including numerous (multi-disciplinary) landmark papers [e.g., the “Chain of Survival” (Circulation 1992), “Auto-PEEP” (ARRD 1982), sepsis as a “syndrome” (Am J Surg 1982, NEJM 1984), “permissive hypotension” in trauma (NEJM 1994), “compressions-only CPR” (Circulation 1997), AED use by the public (NEJM 2002), routine neuro-intact survival for pediatric cardiac arrest (Resuscitation 2018); the “heads-up CPR bundle” (Crit Care Med 2019); COVID cardiac arrest (EClinicalMed/Lancet 2021); “neuroprotective CPR” (Resuscitation 2022)].
Accordingly, he has received numerous multi-disciplinary global honors ranging from the Society for Academic Emergency Medicine (SAEM) Silver Anniversary Award for “Excellence in Research” to the Australia-New Zealand Intensive Care Society (ANZICS) Millennium (Y2K) Award for lifetime contributions to science. He recently received Fellowship honors (FFSEM) from the Royal College of Surgeons of Ireland (RCSI) in 2019 and, in July 2022, the UK Royal College of Physicians (FRCP). In both cases, he was honored for his life-long scientific efforts, their global impact and his innovative insights. When receiving an award for lifetime achievements in 2005 from the American College of Emergency Physicians (ACEP), presented in Washington, DC by then U.S. Surgeon General, Richard Carmona, Dr. Pepe was cited as “the most accomplished emergency medical services physician of our generation”. He maintains that legacy today.
Over the past three years, he personally has presented two dozen scientific papers at national/international congresses with many garnering scientific honors. In 2022 alone, he received top abstract recognitions including those at the national ACEP Scientific Assembly, the SAEM western regional meeting (Precision Medicine and Data Science Award), as well as the EMS2022 Congress in Glasgow and the Society of Critical Care Medicine (SCCM) Annual Congress, not only in 2022, but for the past four years in a row in various disciplines ranging from the neurosciences, cardiovascular care, COVID and resuscitation medicine
A former tenured Professor of Medicine, Surgery, Pediatrics, Emergency Medicine, Public Health and Riggs Family Chair in Emergency Medicine (EM) at the Univ of Texas Southwestern Medical Ctr and Parkland Emergency Trauma Center in Dallas, USA, he simultaneously served as the EMS/Public Safety Medical Director for Dallas County government, a role he continues today. Prior to Dallas, he served as EM Chair for the Medical College of Pennsylvania (Pittsburgh campus) at the affiliated Allegheny General emergency-trauma center where he simultaneously served as Commonwealth Emergency Medical Director (Gov Ridge administration). Before that, Dr. Pepe was a tenured Professor of Surgery, Medicine & Pediatrics at Baylor College of Medicine in Houston. Concomitant with his distinguished academic career, he has also simultaneously served as an assistant to the Seattle Fire Dept EMS medical directors (1977-82) and as the (inaugural) Director of the City of Houston EMS System (1982-96).
In EM circles, Dr. Pepe is renowned for a street-wise style in planning, implementing and overseeing a systems-approach to lifesaving, both operationally and through many successful clinical trials. His programs have consistently resulted in some of the highest cardiac arrest and trauma survival rates worldwide and he is considered the pioneer role model in the now formal EM subspecialty of EMS as well as the prehospital delivery of critical care. He founded and became the first-nationally elected President of NAEMSP.
In addition to providing many services for the National Institutes of Health, Dr. Pepe has served as emergency medicine-trauma consultant to various entities such as the White House Medical Unit (WHMU) and U.S. Secret Service (USSS) and he also coordinates the so-called Eagles consortium, a cohesive de facto coalition of the jurisdictional 9-1-1 (EMS) system medical directors for the United States’ 50-60 largest cities, counterparts across Europe and relevant national medical societies' leaders.
Also, a veteran, on-the-ground leader in multiple U.S. disasters, he has been cited for heroism in the U.S. Congressional Record. He was on the ground at the 2016 Dallas Police ambush and his SWAT medics, training with him an hour before the incident, were flawless during the Parkland FL high school shooting. He was elected 2020 national EMS Medical Director of the Year for his actions in facilitating pivotal exchange of information that helped to direct EMS systems worldwide in the early months of the COVID pandemic.
