Bio
Maxine Whittaker is a public health physician and health systems researcher who is an international expert on improving the health systems and services to increase accessibility and acceptability of quality services to populations and a public health leader in One Health. As the foundation secretariat co-coordinator of the Asia Pacific Malaria Elimination Network (APMEN), and the director of the Australian Initiative for the Control and Elimination of Malaria (AICEM) and its predecessor Pacific Malaria Initiative Support Centre PacMISC) and Co-Director of the WHO Collaborating Centre for health information Systems, Maxine has worked closely over the last 10 years on health systems strengthening for vector borne disease prevention, surveillance and response, management, and advocacy work, as well as policy translation from implementation research, and in developing short courses to support programme implementation. She has worked extensively within the Pacific including being resident for nearly a decade in Papua New Guinea at senior management levels supporting the National Department of health and policy levels and in infectious disease programmes. She has also lived and worked in Bangladesh, Zambia, Zimbabwe and worked extensively in China, Fiji, Indonesia, Kenya, Philippines, Samoa, Solomon Islands, Tanzania, Thailand, Tonga, Vanuatu, and Vietnam. She has extensive experience in project and programme design in health and development, in AsiaPacific especially in One Health, infectious diseases and sexual and reproductive health and gender analysis, and using rapid formative research and anthropological methods and implementation research with a variety of national governments, national research institutions, international development partners and NGO organizations. She has developed local research teams in implementation research and in applied social sciences methods in Bangladesh, Papua New Guinea, Philippines, Solomon Islands, Tonga, Northern Queensland remote communities, and Vanuatu, and participated in the development of training materials and activities to support this capacity development. She is recognised as one of the public health leaders in One Health in Australia having started the programme of work at University of Queensland, designed and co-presented a short course in One Health with Sun Yat Sen University and has assisted in developing the One Health Major in the Masters of Public Health at James Cook university. This course is globally unique as it was co-designed and co-taught across animal and human health, ecology, wildlife conservation, behavioural science ( animal and human) zoology and environmental sciences. She and her co-authors have been invited to develop a second edition to one of the first books on One Health (Zinsstag, Jakob, Schelling, Esther, Waltner-Toews, David, Whittaker, Maxine, and Tanner, Marcel (2015) One Health: the added value of integrated health approaches. She is a member of the Australian Government’s IndoPacific Centre for Health Security for her health systems and one health expertise, and recently invited to join the Queensland Health Roundtable on antimicrobial resistance for this expertise.
Her experience in health systems strengthening has led to her invitation to be a member Chair of several international committees and boards, including Board of Trustees of the icddr,b (International Centre for Diarrhoeal Disease Research in Bangladesh), Research Project Review Panel of WHO Special Programme Of Research, Development And Research Training In Human Reproduction, founding member of ExpandNet and co-chaired the Health Systems Panel Malaria Elimination Research Agenda work on social sciences and (http://www.malariaeradication.org/malera-refresh).
