Dr. Luis Anido-Rifón (Lugo, 1973) has a PhD in Telecommunication Engineering (2001) from the University of Vigo with honors and awards. He got his Telecommunication Engineering degree (1997) with honors by the University of Vigo, the Galician Government and the Spanish Ministry of Education. He graduated both in the Telematics and Communication branches. He has received awards from the World Wide Web Consortium (W3C), the Royal Academy of Sciences and the Official Spanish Telecommunication Association. He joined the Telematics Engineering Department in 1997. Since 2009, he serves as Full Professor. In November, 2021 he was appointed as the Head of the Telematics Engineering Department.
He combines an intense research activity backed by his participation more than 60 project from competitive calls and whose outcomes are more than 350 peer reviewed papers with a very active knowledge transfer to the industry, having leaded 97 contracts. He managed research and transfer activities with a budget over 6.2M€. His whole academic research career has been focused on the design and development of innovative solutions for different e-services.
He was a pioneer researcher at national and European level in the field of Standards and Specifications for Learning Technologies (SSLT). He developed his PhD in the area of software architectures for standards-compliant e-learning services, with two publications awarded as best paper at the top conference on WWW, organized by W3C. He was a CEN-WS- LT member, developing five specs. He was the technical secretary of the AENOR body and Head of Delegation to CEN and ISO. In this area he published more than 120 papers, including more than 20 JCR-indexed journals, and participated as principal investigator in several EU-funded projects under the e-Learning, eContentPlus, VII Framework and H2020 programmes. He leaded a project under the Spanish National Research Programme TIN2007-68125-C02-01. He has supervised six PhDs in the area of learning technologies, the most recent defended in 2020 at the Univesity of Jyväskylä (Finland). In this area he leaded 35 contracts for technology transfer to private companies and institutions.
He was also heavily involved in the field of e-government in the period 2004-2013, where he published more than 30 papers, including 10 JCR-indexed journals, leaded 2 projects supervised one PhD. He served as a steering committee member of the Methodologies, Technologies and Tools enabling e-Government from 2009 to 2013.
In 2009, he started a new research activity in e-health: application of ICT for social and health care of the elderly involving disciplines like psychology, geriatrics, Artificial Intelligence (AI) and Human-Computer Interaction. Three of his PhD students, focused on AI, in particular Machine Learning, two of them with Award by University of Vigo with 19 JCR-indexed journals (mainly Q1 and Q2). A fourth PhD focused on researching applications for the elderly on a SmartTV environment. In this field, he was the PI of 15 research contracts with the administration and private companies. He promoted the ‘SeniorTV’ project and leaded its submission to the AAL call in 2014, which rated 35 out of 35 for the first time in the AAL programme.
He started a research line on the use of Blockchain in Education at the AtlanTTic Research Center in 2019, after the creation of a Master in Cibersecurity as a joint effort between the University of Vigo and University of A Coruña. In this specific area he has published two articles in JCR-indexed journals and one conference paper since then. He is currently supervising a PhD related to the development of a GDPR-compliant blockchain-based platform to manage academic information. He is leading the creation of a Working Group in Blockchain in Education for its standardization at national level (AENOR) and European Level (CEN) and collaborates with the AHG at ISO. He is closely working with private companies - Blocktac in Spain and Persafe in UK – to further develop the use of Blockchain in Education.
