Bio
Krzysztof Rybiński graduated from the Department of Mathematics and Computer Science (M.A. in 1991) and the Department of Economic Sciences (M.A. in 1993, Ph.D. in 1996) of the University of Warsaw. In March 2009, he defended his habilitation thesis at the Warsaw School of Economics. In 2021 he was awarded the full professor title by the President of Poland.
Krzysztof Rybinski has an extensive professional background. He worked as software engineer in Tokyo (1990-1991), Director of the Summer School of Economics financed by the Soros Foundation and researcher at the Economics Department at Warsaw University (1991-1996), a part-time consultant to the World Bank (1992-1994). In 1997-2004, he was chief economist and managing director at three commercial banks (ING, BZ WBK and BPH).
In 2004, prof. Rybinski was appointed Deputy Governor of the National Bank of Poland and performed this function for four years until 2008. In 2004-2005, he was member of the EU Economic and Financial Committee representing the National Bank of Poland, and in 2007-2008 – member of the Polish Financial Services Authority. In 2007-2008 he served as a World Bank alternate governor for Poland. He was also a member of the supervisory boards of several financial sector companies (2008-2009) and Partner in Ernst & Young Poland (2008-2010). Between 2010 and 2015, he has been a Professor and Rector of Vistula University in Warsaw, and between 2015 and 2018 has served as Rector of Narxoz University in Kazakhstan. Nowadays he is back in Poland teaching data science courses and doing research. Between 2018 and 2020 prof. Rybinski worked at Synerise, a Polish artificial intelligence company as its Chief Ideator.
While serving as NBP deputy governor he and his team implemented important reforms in every department and central bank function he supervised. For example changes in central bank foreign exchange reserves investment policy developed jointly with leading Polish mathematicians brought additional one billion dollars of profits during first two years. Optimization of country cash distribution lead to PLN400m savings, because the idea to build Polish “Ford Knox” was abolished as optimized processes showed that existing infrastructure is adequate. In research and monetary policy a radical improvement in quality and transparency was achieved, when his team started to publish inflation projection and changed the format of inflation report.
Krzysztof Rybinski was formal and informal advisor to many ministers and contributed to creation of several Polish national strategies: IT strategy, Higher Education strategy, Intellectual Capital of Poland, Poland 2030 vision. Currently he is engaged in preparing AI strategy for Poland.
He is the author of numerous refereed papers in economics and (co) author of several books. He has contributed hundreds of articles on economics and financial markets to Polish newspapers and occasionally to “The Wall Street Journal”, “Financial Times” and “The Economist”. He was ranked the best financial markets economist in Poland by the “Rzeczpospolita” daily in 2000, several times ranked among top five economists covering CEE region in international rankings. In October 2012 he was ranked the most influential Polish economist in the survey among Polish business leaders. In 2016 he received the CEEMAN Champion award in the category Institutional Management, for successful and rapid reforms at Narxoz University.
After spending 25 years as a professional economist and C-level executive, few years ago – fascinated with the development in AI and Big data – he decided to learn Data science. He learned R and Python, learned most popular supervised and unsupervised models in Data science and took Andrew Ng Deep learning specialization at Coursera and participated is several intensive data science and deep learning courses, with focus on NLP. In 2020-2022 period he published eight papers in refereed journals with applications of machine learning in economics, finance and higher education.
