个人简介
Fernando Peña holds a Ph.D in Law from the Universidade da Coruna (summa cum laude) after getting his BA (" mention with honors" awarded by the university) and LLM in Law at the same institution. He completed his education at the Universities of Coimbra (Visiting Researcher), Roma - La Sapienza (Visiting Researcher), Montpellier (Visiting Scholar) and Fordham-New York (Visiting Scholar).
He is currently Associate Professor of Private Law at the Universidade da Coruña (Spain), where he teaches since 2003. He has also been appointed in December 2015 as Chairman of the INADE Foundation Chair on Risk Management and Insurance. This chair is aimed at promoting a new culture of professional risk management within the Galician and Spanish business environment. Formerly (2012-2015), he served as Head of International Office at the Universidade da Coruña (Spain).
As a professor, he has been regularly teaching: Tort Law and Contract Law at the University of A Coruña School of Law. Currently he is also a member of the coordination board of the LLM in Tort Law of Rey Juan Carlos University (Madrid). In the last ten years he has been Guest Lecturer at the:
- Fordham University School of Law -New York- ("Lawyering in Spanish: Contract Law")
- Catholic University of Louvain School of Law -Belgium- ("European Consumer Protection Law" and "European Competition Law")
- University of Cologne -Germany- ("Introduction to the Spanish legal System")
- University of Milan ("Seminar on Private Comparative Law: A comparison between the Italian and the Spanish Systems)"
- University of Trieste (teaching on the topic "Comparative Tort Law" to BA in Law students)
- University of South Wales -UK- (on the topic: "Harmonisation of the European Law of Obligations").
- Widener University. Delaware Law School -Wilmington, DL- (on "Tort Law in Civil Law Countries", "Civil Law vs. Common Law contracting" and "European Soft Law").
Fernando's academic research has been mainly dedicated to the analysis of legal issues regarding the law of torts and the protection of consumer rights. Nowadays, he is the Leading Researcher of the Research Project on "The obligation to assess consumer's creditworthiness", financed by the Spanish Ministry of Economy and Competition. Previously he has been member of several successive research projects on matters related to the same topic (on "responsible lending" and "overindebtedness), all of them financed by Spanish ministries after competitive call for proposals. The common effort developed by the core members of the Research Group on consumer protection that has developed all those projects for seven years is the comprehensive volume "Reclamaciones de consumo" (Consumer Claims), published by Thomson-Aranzadi (3rd. edition, 2010), which is one of the most consulted legal works about consumer protection in Spain. In 2018 he published the fist monographical study on the new Spanish legislation on damages actions derived from antitrust infractions: "La responsabilidad civil por daños a la libre competencia (Ed. Thomson-Reuters Aranzadi)".
Outside the university, Fernando Peña is Of Counsel at a prestigious local firm (Vales y Asociados). He has also intervened in several commercial arbitrations between Spanish companies.
