David W. Porter was born in Mitchellville, Iowa, in 1946. He received the B.S. and M.S. degrees in electrical engineering in 1968 and 1970, respectively, from Iowa State University and the Ph.D. degree in electrical engineering for the investigation of the stability of multiloop nonlinear time-varying systems from Iowa State University in 1972. From 1972 to 1973, he was with TRW in Redondo Beach, CA, working on ballistic missile defense. In 1973, he joined The Analytic Sciences Corporation (TASC), where he performed system identification and state estimation work on the submarine-launched ballistic missile (SLBM) weapon system. In 1978, he joined Business and Technological Systems, became an owner, and then became a vice president when the company was acquired by Coleman Research and, in turn, by Thermo Electron. He led development and application of hydrological/geophysical data fusion modeling (DFM; for which he is a co-inventor on two patents) to reduce and quantify uncertainties in hydrogeological modeling at U.S. Department of Energy (DOE) and Department of Defense (DoD) environmental remediation sites. He led development of a statistical likelihood—based accuracy evaluation methodology for the SLBM weapon system, led formulation of a new approach to multi-object-multisensor military surveillance for over-the- horizon (OTH) tracking of ships, led development of a distributed/parallel satellite surveillance and tracking capability for the Strategic Defense Initiative (SDI) using a decentralized information filter, assisted geomagnetic field modeling for the National Aeronautics and Space Administration (NASA), and assisted in formulation of a new approach for predictive control of fossil electric power generation. In 1999, he joined the Johns Hopkins University Applied Physics Laboratory, where he has developed multiple intelligence source (multi-INT) technology for the next generation of ISR systems, developed upstream data fusion (UDF) methods to recover information otherwise lost from individual sensor processing streams, applied control theory to develop ISR sensor and platform management algorithms, and developed data mining methods for multi-INT knowledge discovery.
