个人简介
Caroline is an environmental economist with nearly 20 years’ experience, including 12 years specialising in marine topics. She has delivered research in academia as well as for clients such as Defra, the MMO, The Crown Estate and the European Commission (EC). She is currently managing two theory based evaluations for Defra (of the Offshore Wind Enabling Actions Programme and the Solent nutrient trading platform) and has led the development of theories of change and evaluation frameworks for other complex policy spaces (e.g. Defra’s strategy for nature and Natural England’s Nature Recovery Network Programme).
During her career she has worked on a number of marine management and blue economy topics including collaborative development of solutions for mangrove management in Malaysia; participatory analysis of social and economic resilience building strategies for coastal communities in Mauritius; assessment of the impacts of harmful algal blooms on the shellfish sector (SW England); and analysis of the benefits of MPAs across Europe for the EC, in which she led the stakeholder consultation. She was a member of the expert advisory group supporting the Irish government develop their MPA network.
Caroline has a comprehensive understanding of ecosystem service and natural capital approaches and has used these to support the decision-makers develop policy for marine natural resource use and protection. She has a background in quantitative and qualitative methods and their analysis, and has extensive experience of stakeholder consultation with diverse groups from government to industry and the public.
