Carlos Garcia Rubio received a Telecommunications engineering degree in 1993, and a Ph.D. in Telecommunications in 2000, both from the Technical University of Madrid (UPM), Spain. In 1993 he was honored with a research fellowship from the Ministry of Science and Education of Spain. From 1993 to 1996 he worked as a research assistant in the Department of Telematic Engineering, Technical University of Madrid, where he was involved in the design, analysis and simulation of high-speed networks under self-similar traffic. In 1997 he joined the Carlos III University of Madrid (UC3M), where he is currently an associate professor. From October 2008 to September 2010 he was the Head of the Ph.D. Program on Telematic Engineering of the UC3M.
