Carlos Moreira graduated in Electrical Engineering in the Faculty of Engineering of the University of Porto - FEUP (2003), and completed his PhD in Power Systems in November 2008, also from the University of Porto.

Carlos Moreira was member of the research team responsible for the development of the MICROGRIDS project (Large Scale Integration of Microgeneration to Low Voltage Grids) which was funded by the European Union under the 5th Framework Program (contract number ENK5-CT-2002-00610) and also of the research team for the development of the MORE MICROGRIDS Project (Advanced Architectures and Control Concepts for More MicroGrids), which was funded by the European Union under the 6th Framework Program (contract number PL019864). He was also involved in the development of a project on Smart Metering and management of energy consumption, large scale integration of micro-generation in low voltage distribution networks and Smart-Grids, contracted by the Portuguese Distribution Network Operator (EDP Distribuição). Within the scope of Smart Grids, he was also involved in the European Project MERGE (“Mobile Energy Resources in Grids of Electricity”) and SENSIBLE (“Storage-enabled Sustainable Energy for Buildings and Communities“) as well as in the national project REIVE (Redes Eléctricas Inteligentes com Veículos Eléctricos). Currently he is involved within the H2020 project and EU-Sysflex (“Pan-European system with an efficient coordinated use of flexibilities for the integration of a large share of RES“).
Carlos Moreira lead also the consultancy activities for ENERCON between 2008 and 2012 concerning the connection of 1200 MW of wind farms in Portugal. In 2011-2012, he was responsible for the research team in charge of developing a study for the Portuguese Transmission System Operator (REN) dealing with transient stability studies in the Portuguese transmission grid in scenarios with large share of wind power and involving the sizing and sitting of FACTS devices for improving system security in case of severe disturbances. Regarding research activities in multi-terminal HVDC grid operation and control, he was responsible from the INESC TEC research team participating in the European project TWENTIES (Transmission system operation with large penetration of Wind and other renewable Electricity sources in Networks by means of innovative Tools and Integrated Energy Solutions). He was responsible for the INESC Porto team involved in the FP7 funded project “HYPERBOLE - HYdropower plants PERformance and flexiBle Operation towards Lean integration of new renewable Energies”, contract number 608532. He lead also advanced consultancy works for SIEMENS AG (2016-2017) on the development of simulation models for islanded microgrids.
Between 2016 and 2019 he has been involved in four consultancy projects for the System Operators of the Portuguese Islands, namely: 1) Sizing and definition of connection requirements for reversible hydro power plants in the São Miguel and Terceira islands; 2) Independent consultant for the definition of the test plan and acceptance criteria for the integration of the hybrid microgrid in the Graciosa island; 4) Sizing and definition of connection requirements for a battery energy storage system to be installed in the Santa Maria island and 4) Definition of connection requirements for renewable energy sources in the Madeira island.
