Dr. Tall is a research microbiologist. He was with the U. S. Food and Drug Administration (FDA) since 1990, and from 2003-2021, was with the Virulence Mechanisms Branch, Division of Virulence Assessment, Office of Applied Research and Safety Assessment, Center for Food Safety and Applied Nutrition (CFSAN), FDA. He completed his Ph. D. training at the Univ. of Maryland at Baltimore (UMAB) in 1988. His postdoctoral training took place with the Center for Vaccine Development, Univ. of Maryland Sch. of Med. during 1988-1989; and as a senior staff fellow during 1990-91 with the Div. of Microbiol. (DMS), Microbial Ecol. Br., CFSAN, FDA. Dr. Tall has advised over 99 students (including HACU interns, undergraduate and graduate students, infectious disease fellows and post doctoral fellows), His research interests include: Study of the pathogenic mechanisms of foodborne enteric bacteria; Characterization and expression of adherence factors; fimbriae ultrastructure, effects of environmental influences on bacterial attachment/invasion mechanisms associated with foodborne enteric pathogens such as enteropathogenic Escherichia coli, Salmonella spp., Cronobacter spp., Vibrio spp. such as V. cholerae, O1 and non O1, V. vulnificus and other marine pathogenic Vibrio spp., and the use of BSL-3 lab protocols and methods for the detection of bio-threat agents from foods. His laboratory serves as the US Typing Laboratory for Cronobacter spp. He served as the program manager for the web-based database system called the Pathogen-annotated Tracking Resource Network (PATRN) system which captured both the global expertise and surveillance/outbreak data on foodborne pathogens. Dr. Tall has also served as President-elect (1992-1993), President (1993-1994) and Past-President (1994-1995) of the District of Columbia Branch of the American Society for Microbiology (ASM), (1995-1999) and has served as Membership Coordinator for that ASM Branch. He has served on many peer-review panels and scientific advisory boards (Commissioner’s Fellowship Program/Reagan-Udall Fellowship Program, 2008-present; PATRN project, 2009-2013, CFSAN and Co-Chair of the International Cronobacter Sequencing Consortium, 2009-present. He served as a Committee member of the Committee for the Advancement of FDA Science (2008-2011), and Chair, FDA Scientific Achievement Awards committee, 2010. He serves as an ad hoc reviewer for numerous journals and currently sits on the Editorial Board for Applied and Environmental Microbiology. He has received over 35 awards including the HHS Departmental Career Achievement Award in recognition for his scientific research in Cronobacter and his contribution to CFSAN’s regulatory mission, U.S. Health and Human Services Secretary’s Award for Distinguished Service; CFSAN Excellence in Laboratory Science Scientific Achievement Award, Several CFSAN Exceptional Achievement Awards, and a FDA Commissioner’s Special Citation award. He has given over 75 invited talks, has published more than 140 refereed scientific articles or Book Chapters and has given over 220 abstract presentations at international scientific meetings. Dr. Tall retired from FDA on 12/31/2021. He now serves as a Pro Bono Food Safety consultant, researcher, and mentor.
