Bio
Barry Morkel is a political scientist and public policy specialist, with more than 20 years’ experience in public sector policy, governance, planning, and research. He holds a Masters in South African Politics and Political Economy, as well as a BA Honours (cum laude) in Political Science, and a BA in Political Science and Public Administration from UPE (now Nelson Mandela University). He has participated in various local and international policy research collaborations including the Academy of Science of South Africa's (Assaf) Technical Readiness to Support the Shale Gas Industry (2016). He contributed to an international book on Shale Gas Development (The Shale Dilemma: A Global Perspective on Fracking and Shale Development (2018), where he co-authored the South African chapter with AEON-ESSRI Chair for Earth Stewardship Science Maarten de Wit. He also participated as a member of the Project Custodian Group (PCG) for the South African Strategic Environmental Assessment (SEA) of Shale Gas conducted by the CSIR. Barry is currently conducting research on the broader socio-economic and geo-political implications of shale gas development in the Karoo Basin of South Africa towards the completion of his D.Phil. in the Department of History and Political Science at NMU. Key to his research is the critical area of public sector policy, planning (inclusive of Public Participation and Social License to Operate), and coordination in responding to the potential risks associated with shale gas in the Karoo Basin. From late 2014-2019, he led the facilitation of stakeholder coordination and wider social facilitation within local communities in the Karoo, as part of the AEON-ESSRI trans-disciplinary Shale Gas Baseline study at NMU, in collaboration with the Provincial Government of the Eastern Cape. This Baseline Study - the first of its kind for South Africa - focused on groundwater testing, deep geophysics, natural gas leakage, and detection, as well as surface eco-systems monitoring in the Karoo. Included in this baseline study is the study of potential socio-economic impacts of potential Shale Gas Development in the Karoo Basin. Prior to joining AEON-ESSRI, Barry held various public policy research and planning positions at the provincial government level in South Africa, as well as in the private sector.
