Dr. Bao-Shuh Paul Lin is a Chair Professor of Department of Computer Science and the Chief Director of Microelectronics and Information Systems Research Center, National Chiao Tung University (NCTU) in Hsinchu, Taiwan since September 2009. He is also the Director of Committee of Communication Industry Development (CoCID), Ministry of Economic Affairs (MOEA) since 2001. He was the Vice President of Industrial Technology Research Institute (ITRI) from 2001 to 2009 and the General Director of the Information & Communications Research Laboratories (ICL), Industrial Technology Research Institute (ITRI) from 2001 to 2009.
Dr. Lin obtained his Ph.D. in Computer Science from the University of Illinois at Chicago, Ill., USA. From 1979 through 1991, he worked for Bell Labs of Lucent Technologies (previously known as AT&T), Boeing, and two other high-tech firms before coming back to Taiwan in 1991. From 1991 to 1998, he worked for ITRI and served as the Director of Computer Communications Research Division in CCL (the forerunner of ICL) and was later promoted to its Deputy General Director.
In early 1998, Dr. Lin was recruited by Philips Electronics to strengthen its R&D capacity and position in East Asia (including China). He was the key contributor and driving force to the establishment of Philips Research Labs in Greater China including Taipei, Shanghai, and Xi’an.
Dr. Lin has won numerous awards in his long successful career. To cite but a few, he was elected as an IEEE Fellow in 2007 for leadership in technology and industry development of broadband information network and digital video. He was a recipient of Annual Medal Award from Chinese Institute of Electrical Engineering (CIEE) and a Distinguished Service Award from Chinese Institute of Engineers-USA respectively in 2009 and 2008. He has won the TECO Science & Technology Award in 1995 for his personal achievement in information technology. He has won medals from the Government such as Excellent Large-Scale Technology Development Program (TDP) Award in 1996, 2003 and 2004 respectively for his leadership in carrying out the Distributed Computer Systems, Wireless Communication, and Intelligent Information System Product Development Programs. In 2000, he was a recipient of IEEE Third Millennium Medal and won Outstanding Alumnus Award from his Alma Mater, National Chiao Tung University, Hsinchu, Taiwan.
Dr. Lin pioneered major advances in technical innovations through leading engineers and scientists from a wide range of technical disciplines. He has initiated activities and projects in Broadband Wireless Communications, All-IP Networking & Services, and Mobile Digital Life technologies. All these efforts have exerted tremendous impacts on economic and social benefits evidenced by the dominant place of Info-Comm Technology (ICT) industries of Taiwan in the global market, with more than two-dozen diverse products capturing a top three position in the worldwide markets, and generated around US$100 billion revenue per year.
To enable Taiwan as a forerunner capable of shaping future mobile solutions, Dr. Lin has led ICL to be actively involved in the developments of digital convergence technologies, including 4G, Service Aware Access and Wireless Sensor Networks. These developments target at essential IPs to make impact to industry.
Being an influential participant in the industrial technical policy arena, Dr. Lin has been actively involved in related policies formulation and execution. He takes the initiatives in assisting the government to launch National Telecom Program, the Si-Soft National Program, the Integrated Beyond the Third Generation (iB3G) Dual-Net and the Mobile-Taiwan Program. These nation-wide programs aim not only to foster science and technology development, but also to promote applications. It ensures that leading–edge technologies help narrow digital divide through the pervasiveness of e-learning and mobile Internet.
In addition to advancing technologies, Dr. Lin is highly committed to create win-win benefits with global strategic players such as Intel, IBM, MIPS etc. and renowned universities such as Harvard, MIT, Carnegie Mellon, Stanford and prominent local universities. He also facilitated multinational companies such as Intel, Telcordia, Alcatlel, Broadcom and Moto-GI to set up R&D Centers in Taiwan in 2003, 2004 and 2005.
After joining NCTU in September, 2009, Dr. Lin has pioneered the establishment of ICTL (Information Communications Technology Labs.) under NCTU’s Diamond Program. Within ICTL, there are 8 research groups including 4G Wireless Communications, Future Internet, Cloud Computing and Internet of Things, Smart Phone and NG PC, E-Book Reading, Network Benchmarking Technology, Home Network Platform, and Intelligent Multi-Media and Vision Technologies. In May, 2010, ICTL has successfully demonstrated the first video call and conference between NCTU (Hsinchu, Taiwan) and Shanghai World Expo 2010 (China) with CMCC through TD-LTE Experimental Network.
Dr. Lin has published more than 130 technical papers and reports in ICT fields. He co-authored a book chapter entitled “A Way to Prosperity: Competitive Analysis of ICT Industries in Taiwan” in the book “The Information Society in the Asia Pacific Region: Diffusion, Access and Socio-economic Impact” published by the Chinese Institute of Economic Research (CIER) in 2004. He is frequently invited to give plenary speeches in important conferences, e.g., the talk on “Opportunities and Challenges of Key Industries Development in Taiwan” in the Innovation Technology Workshop held by the Presidential Office of Taiwan.
