Officer in Charge CSIRO European laboratory

Andy Sheppard is an ecologist with an international reputation in biological control and risk assessment focussed on the management of biological invasions of invasive plants, invertebrates, vertebrates and pathogens through a fundamental and comparative understanding of the ecology and population dynamics of these species, where native and invasive. He uses observational, empirical and theoretical approaches to understand determinants of population growth and abundance of invasive species within their natural and exotic distributions. The national and international drivers of his research are the need for ecological solutions to biological invasions through targeting management strategies built on understanding invasion mechanisms. Since 2010 his achievements are broadly divided into three fields: a) invasive species ecology and population dynamics for management - a strong focus on the native vs. exotic range comparative approach; b) contributions to biological control programs – including specific agent studies and ecological impact assessments; and c) risk analysis and prioritization based on potential impact in both invasive species and biological control agents.
His most influential research has compared population processes affecting invasive plants in both their native (non-invasive) and invaded (Australian) ranges. Working with many species this research has shown why, based on theory and field data, invasive plants have become invasive in the exotic range through processes that include; propagule pressure, anthropogenic disturbance, escape from natural enemies, reduced interspecific competition, rapid evolution and phenotypic plasticity. His empirical research on field impact studies in the native range, under varied host density and distribution and defining the top-down or bottom-up regulation of the agent’s population dynamics, provides ways of predicting ecological impact on the target weed following release showing why historically biological control has had at least a 50% target suppression rate. His has published two books and many book chapters as part of more than 150 peer reviewed publications. He has been a research program manager in CSIRO since 2006 leading three different programs in the areas of invasive species and disease management, biosecurity and biodiversity. He has led multi-million dollar successful project proposals in weed biological control, biocontrol of dung using dung beetles and the management of emergency animal diseases such as Foot and Mouth Disease.
His research has made a significant impact to the discipline of biological control through both its impact on policy and regulatory processes. He has led ten weed and two invertebrate biological control programs at CSIRO in Africa, Europe, New Zealand and the United States with three notable successes generating benefits to Australian agriculture of well over $1B and comparable benefits to environmental assets. He has represented CSIRO and Australia in international boards and forums at the OECD, the Convention on Biological Diversity, the IUCN, GEOS, and the Belmont Forum. He is co-chair or board member for a number of international conferences congresses in biological invasions and biological control.
