Dr. Ali Noorzad is a civil engineer by training, having graduated at Iran University of Science and Technology and subsequently completing a Master degree in Civil Engineering at the same university. He earned his doctorate in Geotechnical Engineering from Concordia University, Montreal, Canada in 1998.
He is a geotechnical engineer with broad experience on numerous projects in Iran. With over 28 years of experience, he has held several executive positions including Soil Mechanics Laboratory Head, the Director General of Water Resources Management Organization of Ministry of Energy, the Chairman of the Executive Board of Iranian National Committee on Large Dams (IRCOLD) since 1998 and President and Secretary General of Iranian Geotechnical Society (IGS) during 2002-2008. He was the Project Director of South Pars-Phases 19, 20 and 21 of Pars Oil and Gas Company (POGC) which is affiliated to the Ministry of Petroleum and also at the same time he was a Member and Chairman of the Board of Directors of Sabir Company which was established more than 60 years ago. In addition, Dr. Noorzad was also the Chairman of the Faculty of Civil, Water and Environmental Engineering of Shahid Beheshti University (SBU). He also acted as the Deputy Minister and Managing Director of Construction and Development of Transportation Infrastructures Company (CDTIC) which is affiliated to the Ministry of Roads and Urban Development (MRUD) for more than three years from 2013-2016.
Dr Noorzad is now the Honorary Vice President of International Commission on Large Dams (ICOLD). He was the Vice President of ICOLD and also the Chairman of Asian Pacific Club (APG) of ICOLD during 2018-2022. Furthermore, he is presently the Dean of Faculty of Civil, Water and Environmental Engineering of Shahid Beheshti University.
Dr. Noorzad was a member of the editorial board of International Journal of Lowland Technology, Japan and also was a council member of International Association of Lowland Technology (IALT), Japan during 1999-2011. Moreover, he is now a member of International Editorial Board of the International Journal on Hydropower and Dams (https://www.hydropower-dams.com/), a member of the Editorial Board of Sharif Journal of Civil Engineering (http://sjce.journals.sharif.edu/), and the Journal of Engineering Geology of Kharazmi University (https://jeg.khu.ac.ir/). Further, he is also a member of other scientific and professional organizations.
His professional career encompasses a wide range in civil engineering. His research expertise lies in the areas of soil liquefaction, soil improvement, design of shallow and deep foundations, stability of slopes, detailed field investigation, laboratory testing specifications, and a member of an expert panel to the Ministry of Energy in Iran, he is qualified to provide technical and managerial advice to geotechnical firms. He is recognized for improvements in theories and the investigation of soil and rock stability for slopes and underground excavations, and for developing efficient means of calculating, measuring, monitoring and analyzing ground movements due to tunnelling and excavation, with attention to safety in unfavourable environment. Dr. Noorzad maintains a strong interest in geotechnical earthquake engineering. He is developing techniques for reliability-based design, machine learning utilizing risk management approaches in the safe design and construction of infrastructure.
Dr. Noorzad is now full time faculty member in the Faculty of Civil, Water and Environmental Engineering of Shahid Beheshti University (SBU), formerly Power and Water University of Technology (PWUT). He has also given courses at M.Sc. and Ph.D. levels in Iran University of Science and Technology (IUST) as a part time instructor. In addition to be actively involved in undergraduate and graduate teaching, he has supervised more than 240 graduate students’ theses and dissertations at various levels in different universities.
Authoring and co-authoring more than 380 papers (https://orcid.org/0000-0002-3785-7679 and https://scholar.google.com/citations?user=s-S3Fd0AAAAJ&hl=en) and 20 books on geotechnical problems, he continues to keep abreast of new and innovative technical advances and concepts. He has also mastered a new concept and a special numerical technique, which is very powerful tool in dealing with certain class of geotechnical problems.
He is a recognized expert in earthquake geotechnical engineering and a frequent presenter at national and international conferences and seminars. Dr. Noorzad has chaired a number of sessions of national and international conferences and symposia and has been invited to serve in international scientific committees of many conferences.
He has expanded his skills beyond geotechnical engineering to include dam engineering, oil and gas storage tanks and pertinent facilities development and more recently the development of transportation infrastructure. He has provided
